Best tool for finding Decision Makers

I have developed a method that helps me identify the specific homes I wish to pursue and I have been able to get the name of the small bank, lender, hedge fund or other institution holding this note. I am having an issue with getting in touch with the decision makers at these institutions. 

I am not certain what the most effective method would be for getting the contact of the loss mitigation, REO, or asset manager at these institutions would be. Is BankProspector good, LinkedIn navigator, some skiptrace company, LaneGuide? What has your experience been? And what tools do you recommend?

To give some context I am going after distressed homes (heavily damaged usually) and am only looking to buy maybe one or two mortgage notes from any given institution at a time. Original Notes in the range of 80K to 1.2M.
