Commercial Lender - USRES Constructive Loans

Anyone have any dealings with an outfit called USRES?  Also known as Constructive Loans?  A friend sent me their info but I spoke to one of their "representatives" and I don't know what to say.  The guy was either high or drunk, or both I think...rambling in circles and not making any sense.  I know less after speaking with him that I did before.  It was PAINFUL.  

Maybe I got unlikely and maybe the company is fine...anyone have a thought?
