Advice on a Cash out Refinance for investor property

I am currently trying to do a cash our refinance on a home in Nashville TN.  The mortgage banker I have been working with has been giving me the run around it seems.  I started the process in the beginning of January and he is still not done.  He continues telling me that he apologies for the delay, but he has still not finished something that I thought would take only till mid February.  I have called and emailed at times and don't get a call or email back. Sometimes only when i reach out for a second time.  

Should I drop this guy and move on?  Do I have to let him know that I know longer want to work with him.  This is my first time doing a cash out refinance on a property that was gifted to me after I graduated from undergrad.  The goal is to use the equity to begin building my investor holdings.  

Any advice is welcomed.
