Converting a 4 unit to a 10 unit!

I'm in a tough situation.  I'm looking to buy a 10-16 unit multi-family in Washington, D.C, but as you all are probably aware, DC prices are extremely high.  I have about $150k for down payment, but that's still not enough.  I was wondering if I could pull this scenario below off, LEGALLY....

Let's say I buy a 4-unit multi-family with my VA loan or even a conventional loan with a low down payment. If the zoning permits up to 16 units, can I convert the 4-unit to a 16 unit under a VA/conventional loan?

I've reached out to three different backs and one credit union and they all told me the same thing, "We don't know the answer."

Any and all help is appreciated.
