Cash-Out Refi Hard Money Loan

I have a property in Baltimore that's completely paid off but is ground rent. I have already been approved for ground rent redemption but have to wait another 90 days before I can pay the amount due according to the city. This process has already been longer than I have wanted from the beginning. What I am looking for right now is a hard money lender that will do a cash out refi on this property because I have several deals in the works that I would like to close on.
