Interest Rate Question

Hello everyone,

My wife and I just secured our first pre approved loan. It's my first time doing a loan this large and the lender is telling me he can't give me a interest rate until he knows the property I'm buying and what condition it is in. Is this normal? I don't feel the most comfortable making offers now if I don't know the interest rate. I was told the interest rate will be locked in once the house is under contract. This could be normal, but just seems off. Any advice would help. Thanks!
