Finding a buyer for a fsbo

General question: I'm a new agent and wanted to know, if a FSBO doesn't want to list with an agent to avoid the commission fee. If a buyer who is working with an agent wants to buy that FSBOs property the agent fee falls onto the buyer? How does that work ?
