Real Estate pending Offer

I have a client who loves a place with a pending offer already and really wants this place. She is willing to offer 25k to the future owner for the contract. How would I get the future owner contact info? Would I reach out to the selling agent to give it to me? Also would my client have to cover the 3 percent for the other buyers agent? Thanks!
