RE Agent Ethics and 3rd Party Pay to Play

I'm asking for my fellow professionals their opinion on possible ethics violations regarding RE agents charging trades a fee to be added to their "Preferred" contractor list. I do know some trade licenses forbid paying realtors for leads and some states forbid realtor compensation from 3rd parties on a transaction. What is your opinion and or experience?
