Want to sell my house to buy in a better neighborhood

I want to sell my house but I don’t know where to start or who to reach out for assistance. My current loan is $181k and looked up the value for the home is $380-$410k 4bd/2b. Area is about a C and homes still being built but I’m just not sure if this home can be a rental property because of location close to business and right now there’s problems with homeless folks up and down the business sidewalks with RV. But I really need advice on what I should do in my position.
