Documents required when making an offer.

As a Realtor for 16 years, I recently became interested in helping investors find good deals. I am now working with 18 real estate investors. What I don't understand why they are reluctant to provide proof of funds (POF) when making an offer. Furtherore, if the purchase is to be financed, many investors don't even have pre-approval letters from their lenders. Why is that? Most sellers and listing agents require or request both items.
