Small Austin Texas Broker is a Thief

It was a new build. I had been working with my investor client for 9 years. I had negotiated a 20% rebate at closing for my buyer. My broker refuses to sign the CDA even though I am a 100% agent, do not owe him money, have consistently paid my $99 monthly dues. My client, being an engineer freaks out, contacts my broker who gives him 1/3 of my commission and keeps the rest at an end of December closing totaling over $13,000. We are expecting a court date soon. TREC, the local board, and NAR have no recourse. Besides the courts why don't agents have better protection from crazy brokers??
