Storm damaged homes need advice

Hey guys I’m down here outside of Wilmington nc. I’m a broker and a friends mom called me today to help her find a rental for her. Her home was flooded estimated 80k in damages. Not in a flood zone fema will only give her 26k or so to repair. She owes enough that selling to an investor won’t make up the difference. She has health issues and will probably let it go into foreclosure. Will the bank short sale a property like that? Or is there any other creative idea you guys can think of?
