Brokerage in Massachusetts with low fees??

Hi all-

A friend of mine is a licensed agent in Haverhill. He has been with a large franchise for several years but due to high fees is not renewing with them this year. Can anyone recommend a low cost brokerage in Massachusetts where he can renew his license and maintain MLS access? He has a full time job and is not looking for any office support, leads, or training. What is the least expensive way to retain MLS access and have the ability to do your own deals in Massachusetts?
