RE agent and not do deals

Hey everyone. Quick question for the realtors out there. I spoke to a woman years ago who was in the process of flipping a house and had other investments. She had her license and said that she worked with a brokerage that allowed investors with licenses to associate with the brokerage just to get access to the MLS and not have to do deals or work with clients at all. Is that allowed? Does that violate regulations with the state? This was in Virginia. Thanks!
