Developing a targeted marketing plan?

Hello,

I have read several posts on this board regarding how to market a listing and build a buyers list.
There is a listing that went on the market that is right next door to me. It was in foreclosure for a while
then was taken back by the bank. Now it is listed as an REO. I REALLY want to be the agent that sells this place and
of course I do not have any buyers. Will it be illegal for me to start marketing something similar
to build the buyers list and show them this property? I just feel that I can not directly market this property
since it is not my listing.

I will be interested to hear what others think of the best way to approach this.
