hanging a license in prescott

A family member has an inactive real estate license in Arizona and looking for a broker in the Prescott area to hang their license.  At this time we are only interested in using the license to purchase a home so I am looking for a brokerage that will pay 100 percent commission and that has a monthly fee on a month to month basis.  Obviously, looking for a low fee and also, would need to understand any additional expenses required such as mls access fees (for searching only) and requirements as to joining associations.  I think you need to join associations to have lock box access - so I would want to know the total cost.   Another possibility would be to hang the license with a broker on a split commission basis if that would eliminate the mls and association fees.  Interested in all info.  Thanks
