RE License between states

Quick Story, I live in NYC but will be doing REI in CT. I will plan on getting my RE license in NY because CT is a reciprocal state, meaning I can apply for my CT license once I get my NY license. One thing that confused me about the CT application: "Salespersons & Broker Associates must be sponsored by a broker within the Reciprocal State at the time of application" is that referring to a NY broker sponsoring me prior to the CT application or finding a CT broker to sponsor me when applying?
