Finding Home Owners Phone Numbers?

Does anyone have any suggestions for a cost effective way to find the phone numbers of  the person who owns a home? We are trying to find a system that is cost effective for calling sellers whos listings have expired.

We are trying to find a more cost effective method, right now bulk skip tracing quotes are about a $1 per record. And with 50-60+ expired listings in our area every day, it will not be a very cost effective solution.
