Deposit returns with new laws

HI,

I am in the process of returning  a deposit  one of our tenants had a dog who pooped on rug (we had it cleaned and will have it cleaned again to make ensure we have done our due dilagence) also the tenants have bleached the floor in spots, carpet is 3 yrs old. I know we can't replace the one room with like type carpet it is no longer in stock.


The owner is suggesting replacing both bedrooms upstairs  with LVP flooring:

1) Can the owners charge the tenant for that room only if we install LVP flooring? 

2) If so would it be for the carpet minus the depreciation of carpet at 10% or for full price of the LVP flooring for just that room/
