Soliciting via Social Media

I got my RE license last year in Ohio, I am curious if there are any rules against soliciting via facebook, instagram etc for listings, i found a seemingly vacant property i wanted to reach out to the owners and was curious if we are allowed to "cold message" via social media platforms? 

Is this something anyone else does with any success? or should i just try to send them a letter or something.. 


any suggestions are helpful.
