Hoping to invest in Parkersburg, WV, interested in any tips for that market

I am hoping to buy a multifamily in Parkersburg and I am looking for any helpful information about the market. I am from Charlotte, NC originally and currently live in Provo, UT but I am very intrigued by the market in Parkersburg. 

A few questions I have:

-How easy is it to do an STR? Are there restrictions/taxes from the city/state?

-Is anyone doing an STR or LTR on a 2-3 bedroom unit? What advice do you have? Is it hard to find renters?

-What obstacles should I watch out for when buying an older home in Parkersburg?

-In your opinion, what do home values in Parkersburg look like in the next 5-10 years?

I know these are all fairly subjective questions, just curious what others think. I am all ears to any info/tips. Thanks!
