I need help getting accurate owner data. Please Help!

Good afternoon everyone,

I am an agent in Woodland, CA. I am also an investor. Lately, I've been door knocking my farm and I'll come across vacant homes I want to buy. My title rep gave me access to tax records and I can opt to buy a phone number and email for very cheap. The issue is that the phone number on file many times is no good. Often there is no email either. And the mailing address will be the subject property, which will not help me get in contact with the owner. What is the best way to get into contact with the owner? Where can I get a good phone number to call them? Or even a mailing address to send a written letter? I've used listsource prior to becoming an agent. I have also called my city's assessor office for the info, but even that isn't helping. Does anyone have a proven strategy that works? It's a bummer to see these houses that re in distress, yet I can't get in contact with the owners. Any help would be greatly appreciated.
