Garage conversion into two-bedroom JADU needs a living area?

Hello, I'm planning to convert my 400sqft garage into two bedrooms and a kitchen. I live in San Jose, California. Do I need a dedicated living area? I only see the kitchen requirement but I'm sure about the living area. Any advice and information would be appreciated. Thank you.
