New to Property Investing - Sec 8 Questions

Hello everyone, I’m new to this forum and new to property investing. I’m currently a few days from closing on my first multi family house. I just found out that I’m inheriting a month-to-month section 8 tenant. I’m hoping to use this forum to answer some of my questions. 

1. I read that the current owner has to update contact information/payment information with HAP, but does anyone know how long this takes? And what actions do I need to take with PHA?

2. Should I screen/run a background check on inherited tenant? Usually applicants will pay the fee for a background check, but in this occasion should I waive the fee for the inherited tenant?
