Delinquent Tax Property

I have some questions regarding "Delinquent Tax Property." The property is directly across from the house I am currently renting. It is going for $186, since it has been up for bidding last year and did not get any bids. This house also still has tenants residing in the property. My question is What options do I have, and can I really pick the house up for that price? Just seems mind boggling that someone would pass that up. I do understand it is quite hard to find the property using the maps in the assessors office. But was easy to find with a little time invested.
