Are Sunny Hills, Chipley , Florida are good place for investment?

hi, I am a foreigner and a newbie in real estate investment. Are Sunny Hills, Chipley , Florida are good places for long-term investment (>5yrs)? I intend to buy a vacant land there and park there for 5 years or more for appreciation since the land there are all less than USD20K.thanks.
