1% or 2% for Multifamily Investments?

I've been studying your strategies and I'm confused by the 1% (and, sometimes I see it called the 2%...) Rule.  I get the math, but what I don't get is how this is feasible?  Most 2-4 unit properties I look at are well below this rule.  In other words, most of the properties I've looked at are, for example, a duplex might be listed at $500k plus.  If I were to apply the 1% rule I could assume the total monthly rent should equal $5,000, but if I were to divide that by 2 (units) that would mean I would have to rent each side for $2,500!  That's WAY over market rent.  Please help!
