Line of Credit against fully paid off Investment Property

I sold a home and fully paid off another rental home that I own. When I called some banks for a line of credit against a fully paid off home, they said they don't finance Line of Credit against secondary homes. Are there banks/financial institutions that do that? Thanks a lot.
