title report came back. please advise!!

im new to this and my first property is at my fingertips! i am obtaining a neighbors property as a gift. its a dollar deed transfer in philadelphia. i had a title company run a 60 year title search. three "things" came back. two of which i will gladly assume. one is a back tax bill of 1500 bucks and another is a back water bill of 400. both of those issues im guessing will be addressed at closing?!

the third issue is an old credit card judgement dating back to 2004 in the owners name. apparently the credit card judgement is attached to the property?? either my title company is extremely cautious or credit card companies will never let you erase debt! how do i navigate this?

im surprised this old issue for personal credit debt is associated with transferring a deed. should i use this issue to negotiate price? does the owner have to settle this before we close? should i pay the debt in assuming the property? after i pay all the debt (tax water and cc bill) im still getting a good deal for the house but im not sure how to actually pay all the debtors?? show up at closing table and use the title company as the clearing house? should i lean on the owner and tell him to clean up this debt before we move forward???? please help!!
