New investor, first Quadplex question.

Hello, I am looking to buy my first rental property, a quadplex. It has tenets all rdy. Is there a way that I can garentee they are good tenets? Or taking the current owners word the only way. Maybe evicting them when ur lease is up and getting new one? How is covid affecting all this?
