Looking to invest in Sacramento Duplex - Beginner Tips

Hello,

I've been looking at investing in a Duplex in the East Sacramento-Rancho Cordova area. Will be an owner-occupant. Currently only have 40K available towards a down and closing. Max budget is possibly 500K. Any tips as far as financing and any additional costs. Looks like I'll need to go for an FHA loan but are there any other programs that can assist with down payment or closing costs. Also, if there are any other things I need to keep in mind, please share as well. I've looked up costs for water, sewage, and garbage, but is this a cost per unit or do they bill the entire duplex as whole?

Any information is greatly appreciated.
