Question about starting in Houston market

For investors who know the Houston market, besides hooking up with an agent, are there sources of demographic information for specific zip codes in Houston? Can I review local economic development plans or major road plans to see what areas might be poised for growth or expansion? Are these types of documents public record or do you have to officially be in the business in some capacity? Thanks.
