How to buy off market fourplex

This is my first post on BP. I've been watching the podcast and reading blogs for quite some time now and I realize I need to get out of analysis paralysis and take action. I am looking to buy a four-plex in Clarksville TN. I can buy one with a VA loan if I occupy one of the units but I'm having a hard time finding any on the market right now. I'm wondering how I find off market deals and make an offer? Any information is greatly appreciated.
