Inherited a property what should I do

I am a 25 year old and I was  looking to get into real estate and then I had a loss in the family. I inherited a house worth an estimated $700,000 on Zillow zestimate. It is in terrible condition from having loads of cats and dogs ( needs all new flooring) but the electric is old as well and starting to have problems. Also all the windows would most likely need to be replaced. I am a plumber so I could do all the work for that myself. I would like to get a loan and rehab it and then refinance it and purchase another property because I believe I can make the property value increase hugely from a rehab or should I sell it as is and just use the money I get to start buying properties.
