Out of state investor looking to BRRR in Philadelphia

I'm an investor from NYC looking for BRRR deals in Philadelphia. For folks familiar with the process and area, what challenges have you faced rehabbing property during COVID? In NYC, a number of my construction projects have been delayed due to delays from our building department. Wondering if Philly investors are facing similar problems, and what you've done to combat these challenges.

@Qiong L. we are having some similar issues, but not terrible. In general, I find the city of Philadelphia difficult to deal with, though I am sure it is nothing compared to NYC. I prefer the suburbs of Philly because they are much easier to deal with. Usually the building department has 1-2 people in it and you can actually get in touch with them and have a reasonable conversation with them.
