This is my first REI, Buy and hold...mostly turnkey?

How much work should I put in to this? Change color of paint, remove popcorn ceiling and apply knockdown texture, New lighting, new fresh white outlets and covers, paint trim and doors white, new quartz or composite countertops and tile backsplash, paint cabinets (white uppers and darker grey tone lower)?  I keep debating if it's worth spending the cash to do all these updates or do the bare minimum and get it rented out asap instead?  Probably looking at 3 to 4 weeks reno and $6k - $7k cost.
