Changing peco energy from commercial to residential?

Hello, 

My partner purchased a property that has a residential on the second floor and commercial on the first floor. She has converted her commercial unit to be used as a residential. The prospective tenants want to change the PECO energy from commercial into residential for billing and utility purposes. Would this affect the zoning? She wants to keep the unit labeled as a commercial for selling purposes in the future. I'm a little confused myself to be honest. Please advise.
