Buy Land & Get Permits

A newbie here so mind the basic questions. 

I'm looking to buy land and build a pre-fab cabin for short-term rental in rural WA. 
How should I get started in something like this? What books can I read? Who should I talked to?

I understand the general process (buy land -> get permits -> build) but how do I get versed in permits, coding and land use? How would you do your due diligence on a plot of land? For example, what restrictions are in place for the plot of land (can I build a treehouse)? Is there sewer/electricity/wifi? Can I clear all the trees? —is this a local real estate agent specializing in land plots or do I call up the county land use department? Do I start talking to a engineer or local general contractor...? Can I know that my cabin can be build on this plot of land before buying it? 

Let's assume financing is mostly covered and I can pay in cash from my heloc.
