BRRRR investment in the Philadelphia area

I am a new investor looking to make a purchase in the Philadelphia area in which I will use the BRRRR method. I live local and will be able to be involved in all of the processes (inspections, rehab process, etc). What advice would you have for the Philadelphia area & a new investor? (cash offer only? rehab process insight?) Thank you for your help.
