How to property tax, maintenance costs, etc

Hi all. I am extremely new to the investing game. I have read a few books and all have said managing expenses is a very important part of rental investing. My question is, how do you go about estimating yearly fees for property taxes, homeowners insurance, and maintenance. Is there a % of home value or rental income that you can base these fees off of, such as, property taxes are .8% of home value? Thanks in advance for the help!
