Home owner permit and reselling restriction

Hi, all was going smoothly with our fixer upper, all cosmetics mind you. Went to the property to find a red card on the gate from code. Now county made me pull an unnecessary permit in FL for a simple remodel after some noisey neighbor. I had to sign some affidavit stating that we cant sell it now for a year. All of our money is now tight up in this nitemare. We own the property outright. How enforceable is this? Has anyone on here been in this dilemma. What's the consequences, is it a fine...or worse? Cause I'm about to roll the dice this one. I dont know what to do. Any info is greatly appreciated.
