Can anyone describe why landlords cannot legally get rid of squatters?

Depends on local laws -I called cops (in CA) and they removed them, but then they came back. 

TX could be far different as far as i know.

    How squatters are handled is dependent on the state's landlord/tenant laws.

    Texas values those having possession of the property.  Law enforcement is very reluctant to get involved and will most likely determine it is a civil matter
