Permits? Repairs? Cleveland.

I am new to this and trying to gather as much information as I can. Thank you to all who participate. I live in Ca. I see there are cheap homes in Cleveland, Oh. 10k and less type affordable. My questions are for the repairs, which there will be plenty since the house looks like it got ran over by a train. Do I need permits for the repairs? Is that something the contractor takes care of? And for those who have purchased in Cleveland, OH in, let's say, not the best of areas, how much spent on the repairs is considered too much if I am looking to use the house as a long term rental property? Oh, and according to the information I gathered, the average rent is 600-900/ month
