how do you tactfully reach out to absentee owners as a wholesaler

I've skiptraced a few leads but I don't know how to move forward in regards to what I would say/approach them over the phone.. I don't have a list of cash buyers yet but I also don't want to wait too long to make a move and risk losing out on some properties
