Secured First Property - How To Advertise & Manage Tenants

I have never rented before myself. I went from living with parents to acquiring property. I don't know much about the rental game, but I am house-hacking and have a second property. I have a few questions below...

(1) How do you advertise (preferably, free) new listings? I am currently using Facebook marketplace. 

(2) What "rules" do you enforce on tenants? I.E. How do you manage them?
