Tampa area multi family crisis

It seems like there is a shortage of multifamily homes and multifamily properties in general in Tampa, Brandon, Riverview, New Tampa and Wesley Chapel. These are the hottest real estate market in recent years due to lot of banks/companies moved to this side of Florida. 

Any idea why there is this shortage? I am trying to buy my first property following the house hacking principles. Properties that I end up finding turns out to be very old and requiring lots of renovation. I am trying to stay away from fixer upper as my first property as I have limited funds to spend and get started. 

Buying multifamily (Duplex/Triplex) is my first strategy. Second is to get 2 townhomes. One for me to live and other as an investment. My budget is to get both townhomes with the total of 300k (150 each) in Tampa area. 

Does the second strategy sounds better as good duplexes are hard to find?

Does any one know this area well and can help find good deal, suggest any realtor in the area?
