I found an off market property!

Hello, 

I just attended the Bigger Pockets webinar last night about off market properties and as I was driving to pick up my daughter this house jumped out at me and I looked everything up on the assessors office and on MLS and nothing! I was wondering if someone had a template for a letter that I can use to reach out to the owner. If someone has a letter template that would be awesome! Thanks
