@Elphine Williams I'd probably focus on areas where the ARV's are at least 100k if you are looking to BRRRR. With the old housing stock here there's so many things that can go wrong on rehabs once you get into it that if you are under 100k you can blow the margins real quick. Typically in the lower income areas it makes more sense to buy turnkey in my opinion.
