New to Houston Rental Market

Hi All!  I thought I would see if anyone had some information regarding the Houston Rental Market.  I used to own rental properties in Grand Rapid, then sold when prices got hot. I recently moved to Houston for my day job. I am looking at putting an offer on a home that has a studio apartment that is rented out.  

I am wondering what are some of the rules/codes/tip to being a landlord/owner in Houston.  In particular I am curious about rules on access.  There is a carport in front of the studio, and I don't think the access to the studio for the tenant would pass inspection; its about 2 feet between the car port and fence.  

Any guidance would be highly appreciated.
